Требования

1. СТРУКТУРА СТАТЬИ

В начале статьи указывается ФИО автора, полное название организации.

Далее указываются эти же данные на английском языке.

Статья сопровождается аннотацией (abstract) и ключевыми словами (keywords).

Объем аннотации (не более 150 слов), ключевые слова (не более 10) на русском и английском языках идут отдельными блоками.

В тексте статьи должны обязательно присутствовать следующие разделы: (а) постановка проблемы, (б) история вопроса, включая обзор литературы; (в) описание методики исследования, (г) полученные в ходе анализа результаты исследования; (д) перспективы дальнейшей исследовательской работы по указанной теме; (е) выводы объёмом не менее 2 абзацев.

В списке литературы должно быть не менее 12 источников.

В случае если материал был подготовлен в рамках грантов, то необходимо указывать данную информацию в завершении статьи.

Текст статьи должен быть четко структурирован, иметь внутреннее деление на подглавы.

2. ОБЩИЕ ТРЕБОВАНИЯ К ФОРМАТИРОВАНИЮ ПУБЛИКАЦИИ (ОТНОСЯТСЯ КО ВСЕМУ ТЕКСТУ, ВКЛЮЧАЯ ЗАГОЛОВОЧНЫЙ КОМПЛЕКС И СПИСОК ЛИТЕРАТУРЫ)

Поля: левое поле 3 см, правое 2 см, верхнее 2 см, нижнее 2 см.

Шрифт и кегли: Times New Roman Cyr 14 (основной текст) и Times New Roman Cyr 12 (библиография и References). Название статьи набирается полужирным шрифтом 14 кеглем и располагается по центру.

Выравнивание: по ширине.

Абзацный отступ: 1,25 pt.

Междустрочный интервал: 1,5 pt.

Интервал между абзацами: 0 pt (увеличивать интервал или оставлять между абзацами пустые строки не нужно).

Рекомендуемый объем статьи – 20 тыс. знаков с пробелами.

3. ССЫЛКИ НА ЛИТЕРАТУРУ В ТЕКСТЕ

Ссылки на литературу даются внутри текста: в скобках указывается фамилия автора, год издания произведения и номер страницы, который отделяется от года двоеточием, например: [Пелипенко, 2015: 35].

При ссылке на книги или статьи, написанные совместно двумя или тремя авторами, указываются все авторы: [Булыгина, Шмелев, 1997: 15].

При ссылке на книги и статьи, написанные четырьмя и более авторами, следует перечислить первые четыре фамилии, а затем указать «и др.»; при ссылке на зарубежные издания – «et al.»: [Свитич, Смирнова, Ширяева, Шкондин и др., 2015], [Christians, Glasser, McQuail, Nordenstreng et al., 2009].

Если дается ссылка на сборник статей, вместо фамилии автора указывается фамилия ответственного редактора или составителя сборника с пометкой «ред.» или «ed.» в скобках, например: [Вырковский (ред.), 2012].

4. БИБЛИОГРАФИЯ и REFERENCES

Библиография

Публикации располагаются в алфавитном порядке, сначала на русском языке (на кириллице), фамилии автора/авторов выделяются курсивом. Затем иностранные источники (на языке оригинала) в соответствии с английским алфавитом и оформляются по модели для иностранных источников. Выходные данные книг указываются полностью (город: издательство, год издания).

Для статей в журнале или сборнике обязательно указание начальной и конечной страниц статьи.

References

Список References содержит все публикации списка Библиографии в латинизированой (транслитерированной) форме, расположенные в соответствии с английским алфавитом. Сюда входят транслитерированные русскоязычные источники и источники на иностранных языках (на языке оригинала). При транслитерации рекомендуется использовать стандарт BGN/PCGN (United States Board on Geographic Names / Permanent Committee on Geographical Names for British Official Use), рекомендованный международным издательством Oxford University Press как British Standard. 5. Сведения об авторах

В конце текста статьи необходимо привести сведения об авторах, которые публикуются в конце статьи: фамилия, имя, отчество (полностью), ученая степень, звание, должность, название структурного подразделения и организации, адрес электронной почты и контактный телефон.

Этика журнала

Журнал «Российская школа связей с общественностью» в своей деятельности руководствуется принятыми в научном сообществе этическими нормами, в частности, рекомендациями Комитета по этике научных публикаций (Committee of Publication Ethics, СОРЕ)  и Ассоциации научных редакторов и издателей АНРИ.

1. Редакционная команда журнала в своей деятельности руководствуется принципами научности, объективности, достоверности, профессионализма и беспристрастности.
2. Гарантирует рассмотрение всех представленных к публикации материалов, соблюдение редакторской независимости и добросовестности в принятии объективных решений без предубеждения к авторам, базируя свою политику на уважении личных прав автора и права на интеллектуальную собственность.
3. Осуществляет политику журнала по обеспечению и повышению качества публикуемых материалов, внесению существенного вклада в развитие отечественной и зарубежной науки, стремится удовлетворить потребности читателей и авторов.
4. Гарантирует соответствие публикационных материалов принятым международным стандартам и этическим принципам.
5. Редакция журнала защищает репутацию авторов. В случаях выявления случаев плагиата, обмана и иных фактов недопустимого поведения при публикации научных материалов редакция журнала вправе отказать в публикации предоставленной рукописи.
6. Редакционная коллегия журнала выносит решение о принятии или непринятии статьи к публикации на основании заключения независимых рецензентов. Рецензирование основывается на взаимном уважении автора и рецензента, подразумевает их равенство как участников научного процесса. Основной целью рецензирования является оценка научной ценности статьи и соответствия статьи общим требованиям к научной работе. Задачей замечаний, изложенных в рецензии, является повышение качества статьи. Замечания и рекомендации должны быть четко аргументированы и базироваться на объективных данных. Окончательное редакторское решение и причины его вынесения сообщаются авторам.

Порядок рецензирования

1. Все научные статьи, поступившие в редакцию журнала «Российская школа связей с общественностью», подлежат обязательному рецензированию.  
2. Ответственный секретарь проверяет статью на соответствие профилю журнала, требованиям к оформлению и направляет ее на рассмотрение в редколлегию журнала, которая определяет научную ценность рукописи. 
3. Если материалы соответствуют вышеуказанным критериям, выпускающий редактор номера назначает рецензента – специалиста, имеющего близкую к теме статьи научную специализацию. Рецензент должен обладать глубокими профессиональными знаниями и опытом работы по конкретному научному направлению, а также быть признанным специалистом по тематике рецензируемых материалов.
4. Рецензирование является внешним. Рецензентом не может быть автор или соавтор рецензируемой рукописи, а также сотрудник из организации, где работает, состоит в аспирантуре или докторантуре автор рукописи научной статьи.

Срок рецензирования – 1-2 месяца. Статьи, поступившие после 1 июня, передаются на рецензирование после 1 сентября.

5. Рукопись проходит «двойное слепое» рецензирование. Статья направляется рецензентам без указания фамилии автора и сведений о нем, рецензия направляется автору статьи без указания фамилий рецензентов и сведений о них.  
6. Рецензент оценивает актуальность и научную новизну представленных к опубликованию результатов исследования, их теоретическую и практическую значимость, наличие необходимых ссылок на данные из других работ, оценивает наличие и полноту охвата автором новейших публикаций по теме исследования. На основании анализа статьи рецензент составляет заключение: 

• рекомендовать к публикации, текст не нуждается в доработке и повторной экспертизе;
• рекомендовать к публикации после незначительной доработки, после доработки текст может быть опубликован без повторной экспертизы;
• рекомендовать к публикации после существенной доработки, текст нуждается в повторной экспертизе;
• отклонить с указанием причин.

7. Редколлегия направляет автору рецензируемой статьи текст рецензии по электронной почте без указания фамилии рецензента. 
8. Список замечаний рецензента, которые подлежат безусловному принятию со стороны автора: 

- отсутствие ссылок на цитируемую литературу; 

- дублирование материала (опубликование материала или его значительной части в других изданиях);  

- отсутствие новейших работ по теме исследования; 

- отсутствие или недостоверность выводов; 

- фальсификация данных; 

- отсутствие аннотации, ключевых слов и других обязательных элементов структуры статьи. 

9. Сообщение об отрицательной рецензии с соответствующей мотивировочной частью обязательно направляется автору по электронной почте. 
10. Окончательное решение о публикации принимается редакционной коллегией исходя из рекомендаций рецензентов, научной ценности работы и соответствия ее тематике журнала. Отклоненная редакционной коллегией статья к повторному рассмотрению не принимается. 
11. После принятия редколлегией журнала решения о публикации ответственный секретарь редколлегии информирует об этом автора и указывает сроки публикации.  
12. Оригиналы рецензий хранятся в редакционной коллегии журнала и в издательстве в течение 5 лет.

Редколлегия журнала обязуется при поступлении соответствующего запроса, направлять копии рецензий в Министерство образования и науки Российской Федерации.

Structure of the article

At the beginning of the article the full name of the author and the full name of the organization are indicated. The same data is indicated below in English.

The article is accompanied by an abstract and keywords. The volume of the abstract (no more than 150 words), keywords (no more than 10) in Russian and English are in separate blocks.

It is recommended to divide the text of the article into the following sections: (a) statement of the issue under discussion, (b) history of the issue, including a literature review; (c) description of the research methodology, (d) research results obtained in the course of the analysis; (e) prospects for further research work on the topic; (f) conclusions of at least 2 paragraphs.

Margins: left margin 3 cm, right margin 2 cm, top 2 cm, bottom 2 cm.

Font and size: Times New Roman Cyr 14 (main text) and Times New Roman Cyr 12 (bibliography and References).

The title of the article is typed in bold, 14 point font and located in the center.

Alignment: width.

Paragraph indent: 1.25 pt. Line spacing: 1.5 pt.

Spacing between paragraphs: 0 pt (no need to increase the spacing or leave blank lines between paragraphs).

The recommended length of the article is 20 thousand characters with spaces.

Links to literature in the text

References to literature are given within the text: the name of the author, the year of publication of the work and the page number, which is separated from the year by a colon, are indicated in brackets, for example: [Пелипенко, 2015: 35] .

When referring to books or articles written jointly by two or three authors, all authors are indicated: [Булыгина, Шмелев, 1997: 15].

Bibliography

Publications are arranged in alphabetical order, first in Russian (in Cyrillic), the names of the author/authors are in italics. Then foreign sources (in the original language) in accordance with the English alphabet and are formatted according to the model for foreign sources. The imprint of books is indicated in full (city: publishing house, year of publication).

For articles in a magazine or collection, it is mandatory to indicate the start and end pages of the article.

References

The References list contains all publications in the Bibliography list in Latinized (transliterated) form, arranged in accordance with the English alphabet. This includes transliterated Russian-language sources and sources in foreign languages ​​(in the original language). When transliterating, it is recommended to use the BGN/PCGN standard (United States Board on Geographical Names / Permanent Committee on Geographical Names for British Official Use), recommended by the international publishing house Oxford University Press as the British Standard. Manuscripts not prepared in accordance with these rules are not published, reviewed, or returned to the authors.

Information about the authors

At the end of the text of the article, it is necessary to provide information about the authors, which is published at the end of the article: last name, first name, patronymic (in full), academic degree, title, position, name of the structural unit and organization, email address and contact phone number.

Journal ethics

The journal “Russian School of Public Relations” in its activities is guided by ethical standards accepted in the scientific community, in particular, the recommendations of the Committee on Publication Ethics (COPE) and the Association of Scientific Editors and Publishers.

1. The editorial team of the magazine in its activities is guided by the principles of science, objectivity, reliability, professionalism and impartiality.
2. Guarantees consideration of all materials submitted for publication, compliance with editorial independence and integrity in making objective decisions without prejudice to authors, basing its policy on respect for the personal rights of the author and intellectual property rights.
3. Implements the journal’s policy to ensure and improve the quality of published materials, make a significant contribution to the development of domestic and foreign science, and strives to satisfy the needs of readers and authors.
4. Guarantees compliance of publication materials with accepted international standards and ethical principles.
5. The editors of the journal protect the reputation of the authors. In cases of detection of cases of plagiarism, deception and other facts of unacceptable behavior during the publication of scientific materials, the editors of the journal have the right to refuse publication of the submitted manuscript.
6. The editorial board of the journal makes a decision on acceptance or non-acceptance of an article for publication based on the conclusion of independent reviewers. Reviewing is based on mutual respect between the author and reviewer and implies their equality as participants in the scientific process.

The Journal Review System

1. All articles submitted to the editors of “The Russian School of Public Relations” undergo peer review.
2. The executive Secretary checks the relevance of the submitted article to the journal’s scope and content, the requirements for the submitted article and handles it over to the editorial board, which evaluates the scientific value of the manuscript.
3. If the submitted article meets the aforementioned criteria, the Managing Issue Editor appoints a reviewer who can evaluate the submitted article professionally and who shares similar research interests.
4. Review process is external. The reviewer cannot be represented by the author or co-author of the peer-reviewed manuscripts, as well as an employee of the organization where they are affiliated.

The review period is 1-2 months. Articles received after June 1 are submitted for review after September 1.

5. There is a “double blind” review system for the manuscript. The submitted article is assigned to the reviewers without identifying the author’s names and information about him/her, reviewers’ names and their institutional affiliations are not provided to the author.

6. The reviewer evaluates the topicality and scientific novelty of the research results submitted, their theoretical and practical significance, references to data in other papers, and the availability and completeness of the author's coverage of the latest publications on the research topic. On the basis of the analysis the reviewer provides the Managing Issue Editor with an overall recommendation:

a) the article is accepted;

b) the article needs minor improvement and after this can be accepted;

c) the article needs revisions in accordance with the reviewer’s observations and needs re-reviewing;

d) the article is rejected (mentioning the reasons).

7. The author of the submitted article is given an opportunity to read the text of the review which is e-mailed to the author and the expert remains anonymous.

8. The list of the reviewer’s recommendations that must be accepted by the author:

- the absence of references;

- the absence of the latest publications on the research topic;

- material reduplication (publishing the material or its major part in other journals);

- the absence or scientific uncertainty based on unambiguous findings;

- falsification of information;

- the absence of the abstract, key words and other obligatory parts within the structure of the article.

9. If the article is rejected in case of a negative review, the information containing corresponding motivation comments is e-mailed to the author.

10. The final decision on publication is made by the editorial board taking into consideration the reviewer’s recommendations, scientific significance of the paper and its correspondence to the journal content. The rejected article is not resubmitted by the editorial team.

11. The editorial board’s decision on publication made, the executive Secretary informs the author about the adopted decision and states the date of publication.

12. Original reviews are kept in the editorial office and publisher of the journal for 5 years.
